Stolen Vehicle Alerts Results in Multiple Arrests
On August 22, 2024, at 2:50 p.m., MPD Officers received an automatic license plate reader (ALPR) alert pursuant to a stolen motor vehicle travelling westbound on Highway 150/W. Plaza Drive at I-77. Officers located the vehicle in the parking lot of the Home Run Market. When Officers attempted to make a traffic stop, the suspect vehicle fled south on I-77 at a high rate of speed. Officers pursued the vehicle south on I-77 until encountering heavy traffic near Exit 31/Langtree Road. The suspect vehicle utilized the Langtree Road bridge to return to I-77 northbound and then got off the interstate at Exit 36. Officers pursued the vehicle to the parking lot of 215 W. Plaza Drive.
A passenger who fled on foot was located by officers on the property and identified as Jessica Shackleford, 32, of Concord. Shackleford was charged with two counts of (M) Resist, Delay, and Obstruct. She was placed in the Iredell County Detention Center under $2,500 secured bond.
The driver of the vehicle fled on foot, entered the business located at 215 W. Plaza Drive, and was taken into custody a short time later after Officers were alerted by employees. The driver, Steven Chapman Thomas, 39, of Charlotte was charged with (M) Resist, Delay, and Obstruct; (F) Possession of Stolen Motor Vehicle; (F) Flee to Elude; (M) Careless and Reckless Driving; (M) Suspended Operators License; (F) Possession with Intent to Deliver a Schedule VI Controlled Substance; (F) Possession of Schedule II Controlled Substance (Methamphetamine).
Thomas was served with outstanding warrants from the following agencies:

Felony Probation Violation; five counts of Failure to Appear on a Felony Probation Violation
Guilford County
Three counts of Failure to Appear for (M) Larceny
Kannapolis Police Department
(F) Larceny of a Motor Vehicle; (F) Possession of a Schedule I Controlled Substance; (M) Possession of a Schedule II Controlled Substance; Simple Possession of a Schedule VI; Possession of Drug Paraphernalia
Cabarrus County
Failure to Appear for a Larceny of a Motor Vehicle
Mecklenburg County
Failure to Appear for a Breaking & Entering; Larceny after Breaking & Entering; Larceny of a Motor Vehicle
Thomas was placed in the Iredell County Detention Center under no bond for MPD charges and a combination of no bond and $64,950 secured bond for the outstanding warrants.
